Halloween Trick-or-Treat 2019

Each year on Halloween, Santa Cruz Police and the City of Santa Cruz close off Pacific Avenue and some side streets to vehicular traffic, as the ghouls and ghosts come out to play!

Most businesses also choose to hand out treats to Trick-or Treaters from 2:00pm-5:00pm.

While the Downtown Association is not involved in Trick-or-Treat, we want to make sure our businesses are supported and have all the tools they need to have a great time. Any business who would like to participate may take a poster to put up as a sign that they'll be giving out treats. The posters will be available for pickup at the kiosk beginning October 17, and they are first-come, first served. Here are some tips and tricks from past participants to help make sure your trick-or-treat is a success:

  • Expect 1300-1500 trick-or-treaters, and plan your treat-buying accordingly!
  • Distribute treats one by one, in case kids get a little grabby.
  • Keep distribution near the front of your store.
  • Start at 2:00pm  - in this case, the early bird just might run out of treats first.
  • Make sure to flip your poster over when you run out of treats to signal that your business is all done for the day.

No Parking/Tow Away zone from 9:00 a.m. October 31st to 10:00 a.m. November 1st on the following streets:

  • Pacific Avenue between Laurel Street and Water Street.
  • Cooper Street between Pacific Avenue and Front Street.
  • Cathcart Street between Cedar and Pacific Avenue.
  • Soquel Avenue between Pacific Avenue and Frazier Louis Lane.

No Parking/Tow Away zone from 4:00 p.m. October 31st to 3:00 a.m. November 1st, on the following streets:

  • Front Street between Soquel Avenue and Laurel Street.
  • River Street between South River Street and Front Street
  • Front Street between River Street and Soquel Avenue
  • Front Street between Water Street and River Street.

No Parking/Tow Away zone from 4:00 p.m. October 31st to 3:00 a.m. November 1st, on the following streets:

  • Locust Street between Pacific Avenue and Cedar Street.
  • Walnut Avenue between Pacific Avenue and Cedar Street Parking Garage.
  • Cathcart Street between Pacific Avenue and Front Street.
  • Church Street between Pacific Avenue and Double Decker Parking Garage

Temporary road closures from 5:00 p.m. October 31st to 03:00 a.m. November 1st, on the following streets:

  • Walnut Avenue between Pacific Avenue and Cedar Street.
  • Maple Street between Pacific Avenue and Andy’s Auto parking lot.
  • Locust Street between Pacific Avenue and Cedar Street.
  • Soquel Avenue between Pacific Avenue and Front Street.
  • Front Street between Soquel Avenue and Laurel Street.
  • Front Street between Water Street and River Street. 
  • Church Street between Pacific Avenue and Double Decker Parking Garage.

Temporary road closures from 9:00 a.m. October 31st to 10:00 a.m. November 1st, on the following streets:

  • Pacific Avenue between Laurel Street and Water Street.
  • Cathcart Street between Cedar Street and Front Street.
  • Cooper Street between Pacific Avenue and Front Street.
  • Lincoln Street between Pacific Avenue and Cedar Street.
  • Elm Street between Pacific Avenue and Cedar Street.

The temporary rerouting of Birch Lane from an eastbound one-way roadway to a westbound one-way roadway will occur from 9:00 a.m. until 10:00 a.m. on November 1st. Signage will be posted at each entrance to indicate the proper traffic flow.
